Meeting Minutes Feb. 16, 2005
President Gaylor Called meeting to order at 7:30 p.m. with the Pledge of Allegiance.
Roll Call Gramlich, Liedel, Lieto, VanAuker, Weyher, Younglove, Grubb, Gaylor, McCurdy present.
Motion: Gramlich 2nd Liedel to accept Jan.19th minutes with corrections. Carried
Motion: Liedel 2nd Weyher to pay bills as presented. Carried.
Treasurer Report: accepted as read. Carried.
Items From the Floor: No public comment. Council meeting was attended by three Boy Scouts.
Street Paving 2005 Three notices are being published for road construction bids. President Gaylor attended a meeting in Lansing. He discovered it is legal to transfer money from General Funds to the Local Street Account making it highly possible to include Short St. and the rest of Raisin Street in the 2005 street paving project. Opening of bids will be March 1st 2005 at 9:00 a.m.
Approval of LMR Budget the 2005 budget is $152,700
Motion: Gramlich 2nd VanAuker to accept the 2005 LMR budget. Carried.
Correction of Fire Department Vehicle Any vehicle with lights and sirens is an authorized emergency vehicle. Emergency Vehicle defined as :police, ambulances, privately owned vehicles of paid and volunteer fire fighters and ambulance drivers are authorized by the state of police. Enabling said vehicles to exceed posted speed limits. They must not use reckless endangerment to life or property. According to 1976 ACT.347 (12/21/76) Michigan Vehicle Code Act 300, P.A. 1949.
Sidewalk repair and billing In August of 04 approximately 36 Pieces of sidewalk was repaired at various properties. Residents at these properties never have been billed for the repairs. They will have the option to pay their bill or be added to their taxes.
Zoning Board of Appeals: To accept board members, George Cousino, Marvin Iott, Leo Quell, Robert VanAuker, Dale Younglove.
Motion: Gramlich 2nd Weyher to approve Zoning Board Members. Carried.
Travel Reimbursement: Clerk McCurdy attended Election Accreditation in Adrian MI. Feb 3rd 2005. President Gaylor asked she be reimbursed miles driven. 90.1 miles at .41 cents per mile.
Motion: Gramlich 2nd Weyher to pay Clerk McCurdy .41 cents per mile. Carried.
Prepayment of Water Bonds: Treasurer Grubb said if we payoff $350,000 in Water Bonds the village would save $155,000 in interest.
Motion: Gramlich 2nd Lieto to payoff $350,000 in Water Bonds. Carried.
Street Administrator / Ordinance Enforcer Resolution to appoint Ed Dennis as Street Administrator / Ordinance Enforcer.
Motion: Lieto 2nd VanAuker to appoint Ed Dennis. Ayes 7 Nays 0
Ordinance Enforcer Salary: Will be $5.00 per day of every day worked.
Motion: Weyher 2nd Liedel to pay Ed Dennis $5.00 per day worked as Ordinance Enforcer. Carried.
Repairs on Joseph & High St. Storm Drain: Larry Rorke gave an estimate of approximately 2 days work at a cost of $2,541.00
Motion: Gramlich 2nd Weyher to have Larry Rorke repair the storm drain on Joseph and High St. Carried.
Sewer System of Village Hall: President Gaylor feels he will receive permission to tap into the sewer line that runs through the next door neighbors property. Larry Rorke gave an estimate of $2,000.00 to tap into the sewer line and run it to the hall.
Motion: Weyher 2nd Younglove to have Larry Rorke do the sewer line work. Carried
To remove upstairs storage wall at the hall The upstairs storage wall will be removed and replaced with new storage and a unisex restroom. Down stairs will have a unisex restroom as well.
Five Year Plan for Village Park and Recreation Money Grant: In Lansing President Gaylor learned there is a grant that pays up to 75% of cost of a park recreational project if there is a Five year Plan established. This plan must be sent in by April 1, 2005.
