Meeting Minutes September 14, 2005
President Gaylor called meeting to order at 7:30 p.m. with the Pledge of Allegiance.
Roll Call: Gramlich , VanAuker , Lieto, Gaylor, Grubb, McCurdy present. Liedel, Younglove, Weyher absent.
Motion: VanAuker 2nd Lieto to accept 8/10/05 minutes with corrections. Carried.
Motion: Gramlich 2nd VanAuker to pay bills as presented. Carried.
Treasurer Report: accepted as read.
Items form the Floor:
Resident Mark West is involved in a property dispute with his neighbor over the construction of a new garage. It is Mr. west opinion that the old garage and part of the driveway is on his property. Since his neighbor has torn down the old garage to replace with a new one. Mr. West asked Council to stop all construction of the new garage. President Gaylor informed Mr. West that the council has no judicial authority and recommended he seek Legal Council to resolve this matter.
Owner Mr. Don Ripple of Country Auto Sales came seeking councils approval to renew his license to sell used automobiles. The State of Michigan requires that he seek councils approval for renewal of his business license.
Motion: VanAuker 2nd Gramlich to approve the renewal of Don Ripples business license to sell used automobiles. Carried.
Ms. Patricia Kozack sought information on why her taxes doubled after adding her daughter to the deed. Ms. Kozack was told the Village of Maybee is not responsible for Tax Assessing. She was directed to the Township or the County Assessors office.
Tree Update: President Gaylor said there is no Guarantee the Village will be awarded grant money for tree replacement. This process will take two to three months.
New Zoning Advisor: President Gaylor sought councils approval to retain LLS Planning Inc. of Royal Oak to replace the current advisors of McKenna. Hourly fees depend on the call and the department. LLS would like to meet with Village Council as well as with the Zoning Board of Appeal.
Motion: Gramlich 2nd Lieto to retain LLS Planning Inc. as New Zoning Advisor. Carried.
Start of Multi Purpose Building at Park Tear down of the old concession stand is complete. In the process of removing concrete and leveling. Trenches to be dug by Mark Brandt.
Survey of Town Hall No word as of yet.
Slide at Park Stoneco will still purchase the new slide.
Approval of Library Budget:
Maybee Library Board Proposed Budget for 2006-2007 is $11,305.00. The amount to be paid by each government unit is $2,823.25.
Motion: VanAuker 2nd Lieto to accept the 2006-2007 Maybee Library Budget of $11,305.00 and the Village of Maybee to pay their portion of $2,823.25. Carried.
Amend Budget: President Gaylor asked Council to amend the General Fund Budget. Reason being in 2003 the Village of Maybee missed a payment to LMR Fire Department in the amount of $1,486.98 for contracted services. Amend Acct. (101-340-801) contracted services from $20,150.00 to $22,500.00
Motion: Lieto 2nd Gramlich to amend the General Fund Budget Acct. (101-340-801) from $20,150.00 to $22,500.00. Carried.
Approval of Radio Agreement: The county wide 800 MHz Public Safety Radio System project is near completion. There are two agreements that must be executed as part of this project and to document transfer of ownership from county to municipality. Subscriber Agreement formalizes ownership as well as documents the annual fee credit between the county and the MPSCS. The Subscriber Agreement also outline the responsibilities of the County and each municipality regarding but not limited to warranty service, insurance, maintenance, user rules and training new purchases etc.
The Second Agreement is the MPSCS Membership Agreement between the MPSCS (State of Michigan) and municipality. The approval to utilize the state-wide infrastructure and outlines the conditions of use for each member.
Motion: Gramlich 2nd Lieto to agree to the Agreements set by the County and the State of Michigan concerning the 800 MHz Public Safety Radio System. Carried.
Maybee Day Report: As of December 31, 2005 the five members of the Maybee Day Committee will be resigning. At that time if no new committee has been formed the bank account will be closed and the money used to buy a bench for the Village of Maybee. Treasure Roxanne McCurdy reporting a sum of $2,143.72 in the Maybee Day Account.
Warning Horn for Blasting: A new blasting sensor will be installed by the Village Water Tower. President Gaylor asked what council thought of a warning horn to be sounded prior to each blast. Council was concerned about more noise but wanted to know the type of a sound to be used as warning horn.
Motion: Gramlich 2nd Lieto to adjourn at 9:20 p.m. Carried.
