(DHS) will be the starting point for most homeless and low income recipients.  A range of services could include food stamps, emergency funds, medical insurance, aid in applying for other benefits, referrals and case management for special cases.  A Decision Notice is needed to get services from MCOP.

The Salvation Army Family Manor

Emergency shelter for families and 3 or 4 single women for  a total of 40 people.  The stay is 90 days.  Usually at or near capacity. Families must be married.  No alcohol or substance abuse is tolerated.

In operation when the temperature is forecast to fall to 32 degrees or colder.  Located in the Church on 2nd Street.  From 8:00 PM to 8:00 AM.  Attempting to open by 7:00 PM.

Emergency Shelter for men – 24/32 men. 90 day limit.  Men should be working or looking for work.  No alcohol or substance abuse is tolerated.  The program reserves the right to do alcohol and drug screens. Clients using methadone must have documentation from their physician. Usually at or near capacity.

Emergency Shelter for female victims of domestic violence and their children (17 years and under).  Capacity is 24 people, overflow from Monroe County will be sheltered in hotels or sent to other shelters.  Stay is 30 to 90 days  depending on need and circumstance.  Shelter averages 80% full.  Services also available for victims not staying at the Shelter and male victims of domestic violence.

MCOP Emergency Shelter Grant Funds

Several grant funds are used to prevent homelessness (One months rent if a viable finacial plan is in place) and to provide emergency shelter in hotels/motels for qualifying familys and individuals while grant funds are available.  A decision (denial) letter is required from DHS to access funds.  Maximum stay is 2 weeks.

If all emergency shelter is full, the Network on Homelessness has funding for Lake Erie Transit transportation to Toledo shelters. Funds and coordination are available through the Commission on Aging. The Commission on Aging needs 24 hours notice.
When using this service YOU as the referring agency do the following:
1. Call a Toledo shelter and reserve a shelter bed.
2. Try to locate one nights shelter, if needed, in Monroe.
(The Salvation Army Warming Center as referenced on this list)
3. Call the Commission on Aging to request them to arrange the transportation.
4. Do not just send homeless individuals to their office.
5. The bus leaves at 8:30 AM.

Transitional Shelter:

Transitional shelter for recovering female substance abusers. Capacity 5 women. Recipients commit to 1 and  up to 2 Years.  Usually full..  No alcohol or substance abuse is tolerated.  Meeting basic needs and programing mandatory.

Fairview

Transitional shelter for individual  males and females who are disabled.  Licensed AFC. Capacity 36.  Usually around 94% full.  Stay from 2 months to 2 years. 
Fairview does not tolerate alcohol or substance abuse and reserves the right to test.  Fairview screens referrals and emergency response should not be expected. 
Recipents cannot get SSI while in the home due to Social Security rules. 
All residents are automatically eligible for State Disability Assistance as per public act.
Applicants should be sober and willing to receive services.
Mentally Ill applicants should be referred by Community Mental Health.
Age group is usually 45 and older. Residents can set aside some earnings or Social Security funds to gain independence. The Superintendent is solely responsible for screening and intake…by appointment.
